I'm trying to batch resize but just cannot get a good result. I recorded several scripts with varying parameters, but none give a result as good as PP's "Export to Web." How can I get Export to Web as a batch process, or what are the parameters of that tool that I might assign it to a script?

I'd use irfanview batch resampling instead. You can apply sharpening filter at same time. It's free.
