In Photo-Paint X7 when I click on the cottonbud icon, the circle outline appears but nothing changes on the photo as I left-click and move it across the image. Running Windows10.
Has anyone else experienced this?
It used to work fine - but stopped suddenly. I have tried re-installing X7 suite several times, but no success in overcoming this.
Not sure why, but this issue came shortly after I also experienced a problem exporting images as .jpg. I subsequently found a solution to the export, but not the Effect Tool malfunction.
Would be grateful for any tips/work-arounds, as I haven't seen any similar posts on this problem in any forums.

Check property bar to see if you are in a merge mode other than Normal
try effecting a flattened image with no masks. if it works there, then check objects and masks on your other main image.

No - the property bar is in 'Normal' mode. The image is a simple photo (no masks). The Effect icon is active, and the circle outline is ready to apply the custom smear/smudge - but nothing happens.
I will attempt to attach a screenshot of my workspace so you can see what is active.
only other thing I can think of is installing all service packs for X7
Thanks Jeff for the short clip. I did notice that when I click Custom Smear, I don't get the drop-down of all the smear options on the right side (like shown on yours). See attached screenshot (area shaded in light pink) - no options are shown.
This happens for every Effect option, Smudge/Brightness/etc./... and for every image file - no options appear on the right-side box. Strange...hmmm??
yep, something is wrong for sure - did you install service packs?
Yes, I have installed both Service Packs for X7, and still can't get Effect to work.
Not sure what else I can do?

maybe try holding F8 on PP launch now that services packs installed.
