When I try to use vector fills, I get a message saying that "This file cannot be opened. It may have been created for a newer version of the software."
What is going on?

When it says it's been created by a newer version, you need to get the fill created in a newer version of CorelDRAW, back saved to your version.

Here are a couple of posts by other users reporting the same message when trying to use fills from Corel's Content Center:

Note that those threads were started in September 2014. At that time, X7 was the most recent version of CorelDRAW.
So, that error message is not necessarily the result of a fill being created in a newer version of CorelDRAW.

As an additional piece of information...
I created a fairly complex vector pattern fill in 2019 - and the same fill works fine in X7.
