I have tried a few different things including trying to set wrapping to "contour" around the two circles independently.
Have combined them into one element, used powerclip to insert text and a few other tricks but nothing seem to work.The image sample below is about the closest I can get.
The inner circle wraps as desired (outside of the circle) but the outer circle should wrap to the inside to keep text nicely placed.(While not messing with the inside wrapping!)
Can this be done in CorelDraw X7? (or even CorelDraw X8 if there's a difference)
One way would be to use two objects, so that each one presents an "outside" surface where you want it to manage text wrapping.
In this screenshot, the circle is set to "Contour - Flows Right", and the shape on the right is set to "Contour - Flows Left":
In my testing, it appears to continue to work with the two shapes grouped, too - so they could be moved around as a unit rather than independently.

Almost perfect. And makes sense!
Used this concept to create two halves of the "square" so that the left side would also wrap. Simply placed them together to form a full inner circle and it worked like a charm.
If needed - see image. #1 and #2 are two shapes similar to yours butted together.

I didn't think "optical disk" when I saw your opening post. I was thinking about shapes that would be positioned somewhere with respect to large paragraphs of text (e.g., magazine page), where the text would only wrap where the shapes were, but would follow its own rectangular frame when it was above or below the shape.
For fitting text inside a specific region such as a disk, be aware that you can right-click on a closed Curve, then use Frame Type > Create Empty Text Frame to get a non-rectangular text frame. I did that using the two blue shapes here:
Well - I did not know about that either so that I can see it as being quite cool and useful.
The first solution actually worked the best, as I could maintain different text orientations for each half. Example - left was left justified and the right was right justified to flow around the outer edge of the disc.
