Press Mouse Wheel panning not working.

I am using CorelDraw X7 Home and Student. All of a sudden holding down the center mouse button is not panning. Has anyone else experienced this? And if so did you find a solution.

I have looked all over the internet and no joy.

I have tried resetting with F8 no joy.

Please please help
