No matter what settings I use for Capture, it is returning a black image.

Try using the Windows Snip tool and see if you get the correct capture.
The print screen etc work fine. The Corel product is not working!
Yes sorry I don't use capture, maybe someone will chime in and tell you how to reset it. You could try a repair installation and see if that get you up and going.
