How to use Power Clip Tool for my blog site banner? And Interactive Color bar not show?

First Question:

• I'm designing my banner and I want to use a power clip tool for my design but I can't find it. 
• How to find and use it for my banner design the design topic is tech buzz web.
• I use Corel Draw X8 for making my design.
• Kindly help me if anyone knows about the Power Clip tool
• then give me a response and help me in making my design.

2nd Question:

• Want to restore an interactively weak upgradeable color bar?
• She's still gone. Is there a way to restore it without beginning the Coreldraw startup?
  
• Otherwise, I've got to reconfigure the macros and more.
