the text has to occupy the full area of 3 cm * 10 cm as shown in the image.

after many attempts i have designed an ad but due to rectangle border some of the characters are overlapped,

Open the text properties docker. Highlight the first line of text. Set the Background fill type to Uniform fill. Chose black for the color. Set the text to some other color as normal. If you are using a rectangle for your border, you may need to set the rectangle to 3cm x 10cm and then subtract the thickness of the border from the dimensions of the paragraph text box to prevent the border from overlapping characters. That is, shrink the paragraph text box a small amount to allow for the borders.
