That is in response to some informal studies showing that high school and college students are now relying upon free (open source) software for their I.T. studies. MicroSoft wants to woo them back to their proprietary .NET tools.
I'll certainly be maxing out those downloads. ;) They have a big job ahead of them with Uni students, open source and Macs are preferred systems. It's not just what you load locally but that all cheap Internet hosts are open source based as well.
