the "ghost pixels" are called "artifacts" and are caused by the JPG file compression alghorythm. and this is one of the reason for don't use JPG as image file format for professional output (you should use CPT or TIF instead). So, if the iamge already has those pixeles, theres' nothing "automatic" for remove ir.
maybe I didn't explain enough...if you open a JPG that already has those "ghost" pixels, saving as TIF, CPT or any other file format doesn't change the content. if the pixel is "blue", it will be blue no matter the file format.
High quality digital cameras allows two options for save: as JPG (smaller file size for storage) and RAW (native file format, without losing qualty. (some cameras could include more options, but basically all include both)
You'll need to use a program like Corel Aftershot or Adobe Lightroom for manage the RAW files. Anyway, both CorelDRAW and PhotoPaint allows to import RAW files with basic options. Then, you can save as TIF, PSD or CPT. And those image will not have any "extra pixel" or "ghost pixel"
Moreover if you save as JPG with "high quality file compression" (that means, less compression) those ghost pixels will be less visible, Unfortunately, the JPG will create more and more every time you save it. And after save it, it becomes a part of the image, so there's no option to automatically remove it.
for remove those extra pixels you could use "remove noise" from bitmap effects / Noise (there're several options according of what what you need)
the Enhanced view is just fro view, it doesn't chenge the image itself.
