Designer 2017 CPU usage stuck at 10%?

If I open Designer 2017 64-bit and then minimize it, my CPU usage stays at about 10%.

The only thing open in Designer is the Welcome Screen.

Then if I close the Welcome Screen the CPU usage drops to 0.

Is this a CPU usage bug on the Welcome Screen?

    I believe the welcome screen/Getting Started page does use too much CPU. I opened the Getting Started window and minimized Designer, and then the CPU usage went to 25%. There is an animation that constantly runs even if the window is not wide enough to see the rotating info. Even if designer is minimized. Solution is to never use the welcome screen.
