    Weld (or Combine) all states and then use the Interactive Contour Tool from the Interactive Tools Flyout.

    Using the Interactive Contour tool

    1. Make 1 Step Outside contour in appropriate Contour Offset
    2. Break Contour Group Apart (Ctrl+K or Arrange menu)
