Ok, I did a test. Downloaded a trial version of Topaz labs, installed, then go to CorelDRAW, under Tools / options, add the Topaz folder... and it works perfectly!

OK, but that's an specific issue between applications. Remember that the main image editing program from Corel is PaintShopPro, Send a report to Corel in order to make the company to check it and find a solution
i know this macro, it's helpful. btw it's a problem about compatibility between applications, So, maybe we must ask Topaz for develop a version compatible with CorelDRAW. Not all pliugins are compatible with all programs, for example, some plugins only works with some versions of Photoshop but are not compatible with others, or only works on 32 or 64 bits.

Perhaps Corel should include that in their marketing materials for CorelDRAW Graphics Suite:

Since version 9.0, on the old Cowpland age, PhotoPaint becomes the internal image editor of CorelDRAW. If you go to the Corel website ans check the list of programs, PhotoPaint is not even included on the photo editing software list.

The point is that Corel doesn't promote PhotoPaint as their main photo editing program. Moreover, they don't promote PhotoPaint at all, except if you go to the CorelDRAW section.
So, there's no need to include on their marketing materials:
