Alt+F7 Works only for the first and Stops moving into Postion Tab of Transform Docker

I don't use these shortcuts myself normally, but this is how it works here:

Alt+F7 opens the Transform docker with last selected (Position, Rotate, Scale and mirror, Size or Skew) active.
Using the shortcut again closes the docker.

Alt+F8 opens the Transform docker, if it isn't already, with Rotate active.
If it is open with another button active, it switches to Rotate.
If it is open and Rotate already is active, it closes the docker.

Alt+F9 opens the Transform docker, if it isn't already, with Scale and mirror active.
If it is open with another button active, it switches to Scale and mirror.
If it is open and Scale and mirror is active, it closes the docker.

Alt+F10 opens the Transform docker, if it isn't already, with Size active.
If it is open with another button active, it switches to Size.
If it is open and Size is active, it closes the docker.

I believe this is also how it is supposed to work.
