Pretty sure you can't. You would need every page to be a separate page to make CDRW do that for you. Looks like you are laying out a "spread", which is one page divided into two. Corel only recognises this as one page, and will number it accordingly.
An alternative would be to wait until you have finished your document, and then mailmerge the numbers using two columns in a merge file - that will work.

Don't think we can expect page numbering of two pages in one single page in 2021, or any future version for that matter.Why don't you use Book or Booklet layout with Facing Pages (Options > Document > Layout)?
