ActiveTool property value can not be written

Hello,
I find following code in CorelDRAW X3 Help

Sub ToolActive()

 If ActiveTool = cdrToolPick Then

  ActiveTool = cdrToolEyeDropper

 End If

End Sub

I try to use code to change active tool , but 
 ActiveTool = cdrToolEyeDropper 
not work - nothing is happen, no error messages

ActiveTool is possible to read, but not to write in

Any suggestion? 
Or only upgrade of Corel will help?

I think if Help contain this code, he must work
