Try to make a cartoon head in Photo-PAINT, then color it .
I had no visual reference when drawing. Just go for it - see what happens!
Off the top of my head. 30 Min. work. Photopaint only. Was fun in my lunch break!

Short description:
I sketched a quick scribble on the first layer.
On the second I created a path, as "rail" for an appended brushstroke, named Line Work.
Then I used the wand to make some mask selections, for the face and the eyes.
Another two layers, for the face's and the eyes' fill, with clip masks to maintain "Masks" for each layer (Cool thing!!)
This one took me about an hour. I think I didn't have that much of a clue when I started. I just used different brushes and the smear tool (and sometimes the eraser). Almost all brushstrokes were set to Multiply mode.
At first I filled my canvas with a warm medium tone. Afterwards, I sketched the main figure with a low-transparency brush, then created a new object, in which I blocked the main colour areas. I proceeded then to create another Object which would contain the not-so-flat background (which is just the repeated shape of a Master Chief action figure plus some custom brushes). After that, I applied small colour dabs on the main Object and smeared them together.
