In my opinion by farming this work out Corel loses out on the information feedback they could glean from their design professionals. Unfortunately development suffers.
For 17 pages, sure. Draw not really intended for long-doc stuff, as it doesn't do chapters and indexing etc. While it's possible for paragraph text to span multiple pages in Draw, it's not automatic or very intuitive.
I have done some multi-page jobs in clever ways, like 4,000 pages of variable decals.
By doing this Corel says DON'T USE CORELDRAW!
Duh, they should be able to do what users cannot.
This is bad marketing.
