I have a file that windows claims does not exist. I've tried to delete it but nothing seem to work. However, I found a option on google where as I can follow that instruction to delete the file as administrator...command prompt.
This will not work because the file is only present within the Paint desktop Recent File option.
Turn the system off, unplug the power cord if a laptop remove battery for 30 seconds, install battery, plug it al in and start the system and look then.

That is a stinker, it seems that you have some kind of corruption in Windows.
It only shows up on the Photo/Painter desktop...via the Recent Saved Files.
I've been finding a lot of mess with temp files and the like...
But, you're right, Windows is known for that...hence messy dos
