I have so many files in Version 11, x5. So it is difficult for me to upgrade my OS from XP SP3 because I have some other soft wares which doesn't work on windows 7/8/10. So I want to ask why corel draw team is not making a version converting software.
Non-supported coding, I.E. some things won't run on older versions of Windows.

I understand you and I agree, it could be useful. btw think about this one moment. What should it require for this? it's not enough to replace on the internal code "X8" with "X5". Ther'e a lot of differences, moreover, the internal code is different. For example, some versions use LZW file compression, other use ZIP file compression. Some version were made for to be compatible with Windows 95/98, other with XP, others with Windows 7, other with Windows 7, and 10. Some versions allows to include fonts, other don't include it, other allows to use TrueDoc technology for this purpose. Also, it could require to read fonts and apply the features of each version. And we could continue with a very large list. That means, that requires an entire program! Well, maybe it's possible to develop a free CorelDRAW viewer that doesn't include any tool, just allows to see the content and save as older version.
