Master Layer Curious Behavior

I had a three page project and decided to make a master layer because there will be over 100 pages. I made the layer in page 1 then moved it to master page all the way at the bottom. Page 1 looks OK but pages 2, 3, and 4 have the master layer items on top of everything else on the page and I want it to be behind everything. How can I get the master layer stuff behind?

open the object manager and drag the Master layer to top

I've not got the answer to why a master layer acts the way I described, but I did figure out what DOES work. Make the master layer the first thing you do on a project (NO EXISTING PAGES except the default Page 1). Add a new layer on the default Page 1 (Name it "Master Layer") and add what ever things you want to appear on each new page. Now, with the Object Manager, drag the layer down to the bottom of the Master Page. Now when you add a new page the master items will appear and you can add what you need on that particular page, all of which will be ON TOP of the master items. It works just as I expected -- it will not work when I tried to add the Master layer to a project that already had 5 or 6 pages.
