I need 35% Black. I can't edit any of the colors on the palette, "edit colors" is grayed out. Can one create or edit a fill in Photo-Paint?
Try using a different approach...select a fill by right-clicking on a color swatch on the palette, and then use EDIT>Fill (CTRL+Backspace) to edit the fill. You can also double-click the Fill icon on the Tool menu to get to Edit Fill.

They are good approaches for the fill tool, but what about for the paint tool?
Also, can one save the new color swatch to the palette (so that one doesn't have to edit the for every different file)?
Custom colors -- whether for fills or paint -- can be added to the palettes. I think maybe what you need to look into is the Palette Editor. Windows>Dockers>Palette Editor. Rather than quote everything in the Help files, search Help for Palette Editor, and read up on the process for saving custom colors and adding them to a palette. You can create a custom palette or edit/add to existing ones. Hope that helps.
