Photo Paint not showing a new command bar

Team, i may be missing something.

just downloaded the new 2024, and want to create custom floating command bars.

DRAW created a bar easily and without any issues,

then tried to create a new bar in PAINT and the new bar will not show on the screen.

I can see the 'name' in options but the blank bar is not on the screen anywhere.

(This is frustrating as i move the floating bar around where i am working in detail). I may be blind or stupid but i cant find it and it is driving me crazy. I have work to do.
