Learning something new, so bear with me. Here's a result from ZebraTRACE. I imported the .svg into CorelDRAW. Much better results than my first attempt with B/W halftone.
ZebraTRACE settings FWIW (using the HorizontalLines preset):

This also can be done with CorelDraw suite via Convert to 1bit>Halftone>Line then traced back to Vector...
In case anyone was wondering about weeding, I ran into a conversation over on the T-Shirt forums.
"Check this picture of cut vinyl,, it weeds in about 3 seconds.. Its pretty amazing""...to weed just grab a corner of the vinyl and weed as one piece,,Royster you can throw it on a shirt.."
I'll have to get around to trying this. Might be a nice way to make something different on a t-shirt. I am thinking it might make a good corner graphics on a banner. Just not enough hours in a day it seems sometimes.
I also looked at the Gimp Engrave plug-in I mentioned earlier.. The results aren't bad you just have to trace it afterwards. What is somewhat impressive about that method is you can use a tiny image and still get something recognizable.
Yes, this is what I was trying to do. VinylMaster LTR does this for another $100. I was trying to see if there was a way to do it in Corel to cut vinyl.
I did try ZebraTrace and it wasn't as good but I think if I played with the settings it may work..
My friend said the full version of Flexisign does it also, but I only have the starter.
Ahhh wish I had kept the older versions of Corel I used to have!!!
Make sure you try the different presets.

I open with ZebraTRACE using File - Open Bitmap. I then go to File - Load Preset and select HorizontalLines.preset. You have to play with the Number of Curves, Minimum and Maximum width values. Then you get a marLINE output......
