I'm sure there is probably a way, but plugins are much faster! This one is very good:

I did these two images (photo from Corel X6 Content). On the first one I desaturated the image before using the NighVision plugin. For the second one I desaturated the image + Image>Tranform>Posterize to limit the shading. Possibilities are endless with combinations of PP tools, effects and merge modes.
If the above plugin isn't enough, do a Google search for scanline plugins for Photoshop..I'm sure there are more! Make sure they are compatible with Photo-Paint or older versions of Photoshop.

I too have wondered how to do this and have been looking at options. One benefit of such a process for me would be you could make a photographic effect from one color of cut vinyl. I don't know of a quick technique in Corel Draw to make this kind of output.
For this to work the strips, groves or patterns have to be something the machine can handle. I think this was your intention as the video you posted was from a vinyl cutting program.
pranderson's suggestion is good for getting the visual effect but it is a raster solution. If you are in need of pure vectors to generate cutting paths it is not complete. There is another raster option that gets close which is a Gimp plugin found here: http://pages.infinit.net/leware/engrave.html
Using either maybe the results could be traced to get a vector output.
There is a program called Project5 purports to have this capability. It is around $300. Here is a sample image so you can see how the cutting paths looking up close.
Now, the newcomer and it's free!! At least it's new to me as I have just recently started fiddling with it. ZebraTrace. http://maxim-s-barabash.github.io/ZebraTrace/ It produces SVG files. I still haven't completely wrapped my head around it and documentation is scarce.

Hello Tracee; That looked A lot like how SignLab used to do tracing of a raster file back in the ver.6. I'm sure they are better now. I use CorelDRAW and click on Edit Raster and use Cut Out Lab, and then trace what I get back from PP. SignLab does have a Free 30 day trial, Just remember to export anything you make as a EPS at least in case you don't decide to buy it.

Flexi has it as one of the standard trace functions, too.
FWIW, the older CorelTRACE, last seen in Ver. 12 of the Graphics Suite, had this function. The current PowerTRACE, incorporated into DRAW, does not.....
So what we're after is something like a horizontal line halftone? I can get something like it by converting the image to Black & White Mode (in CorelDRAW), choosing Halftone, changing the angle to 0 degrees and lowering the number of lines, etc. The edges come out kind of rough, but it looks interesting anyway!
