Hello Creative; use the Fit Text To Path In the Text on the menu. Brak the circle apart and use the inside circle, once you have it where you want it brake it apart and join the two circles to gather.

draw inner circle, put text n path, mirror it, adjust mirrored text size and position by draging red point

Edit: centring of text - place auxiliaray guide line in the center of circle and when you drag text on path (by using red square near to text) then you see red red line (mark) when centre of text reach guide line(I am using X5 here but expect in X7 it would be similar)

I see that blue circle segments and text path aren´t concentric If still not satisfied how some characters are positioned then you can convert text to curves break is appart and rotate only some characters individuallysee attached
