Yes, it's possible to develop such option on import. Moreover, it's possible to specify a frame for place images on each page, but that will require to create a frame and choose the link... exactly the same steps to if you use "externally linked images". You could use the criteria you want (such as "image 24" on page 3) and choose a folder for place images, then each image will be imported on the selected page. And you could replace images automatically without need to import again.
And, for place each image on each page as you navigate pages, you have also another option: CorelCONNECT. Open the Tray, place the images, and drag the image on the page you want, This feature has some advantadges: you could see a preview of each image, and you could place the same image several times, at any time
