I was wondering if there is a setting I'm missing that allows objects to snap to angled guide lines when you drag an object to it. I'm mainly trying to align ellipses at tangents to multiple guide lines like in this image. I currently have to do it by finding the midpoint of the bisected segment and using nodes at that point to snap to the guide line.

To the best of my knowledge, you're not missing a setting; CorelDRAW just doesn't have the ability to snap to angled guidelines in that way. As you have been doing, we resort to some sort of geometric construction to get there.
If it is a circular ellipse, and one of the guidelines is either horizontal or vertical (as in your example above), then I might do it like this:
VIDEO: move circle to tangents.
If both guidelines were angled guidelines, then I might try something like this using 3-point rectangles. That's a bit more fiddly, but it works.

Again, that assumes that we're working with a circular ellipse.
