Objects on a Master Page layer appear to be in front of all other layers on individual pages. I have a master layer with standard page background graphics, but on each individual page, I want a graphic on top of this background.
Is there a way to send this layer to be in back of all other layers and still be a Master layer? The only solution I see is copying this background across 20 pages, which doesn't seem right. Or change my design around the background, which I'd rather not do.

Try moving the master layer across the docker, you'll see a black horizontal line as a guide. Drop it somewhere else than current position and then drag it back at the bottom of the docker.
with the Objects Docker open, third icon on the right at the top is "layer manager view" Click that. Now move your master layer below layer 1. Then you can add other pages and it'll work as expected.
If you already have them created, search this forum for a free macro named BDlayers. Brian put it together to move layers all at once. (something that you think would be built into the system)

BDlayers won't work/move a master layer :(

Have been looking and watching various threads talking about the master pages in corel. Seems everyone is wanting to put a background on the master page and have it behind the other pages. The one way no one seems to have suggested is go to options then to page background you can then select a solid color or an image. Then place your variable data on each page with the "on everypage data" on the master page.
