Is there any option that will have CorelDraw X6 automatically publish a PDF to the same location as the CDR source file as opposed to the last location where I then need to navigate to the location of the CDR source file?

No, this is a very useful feature but it doesn't exist. Also on Export dialog (for JPG, TIF, etc) there's not such as option.

It's possible to add this feature? I believe that yes, it's possible, the MultiPage Export macro from macromonster.com have this option so I suppose is not so difficult to add this option, Usually CorelDRAW use the operating system interface for the Export and Save dialogs, but I believe it's possible to add this option for the next version
Also to add that in windows 7 the file picker includes a favourites section (right click on it to add a folder as a favourite) and a recent places selector which may already include the folder you want to save to.
As far as I'm aware, this is as close as you can currently get without either writing or installing a macro.
