Hello,
how can I disable object selection?
I have a PDF background and I need to select objects put on top of the background.
I cannot use the lasso mode as the background object is always selected first.

You can control fading of the locked layer by altering LAYLOCKFADECTL system variable, if you set it to 20 or 10 (the default value is 50), it should be visible better:
at the command prompt type:
(setvar "LAYLOCKFADECTL" 10) and hit Enter
As about selection - to avoid selection inside editing command you need to use selection options: Window, Crossing window, Polygon, etc:
Command: COPY
Specify entities» _Crossing <- here you need manually to specify selection method
Specify first corner»
Specify opposite corner»
