I can't seem to be able to blend a color to the same color with a lighter percentage.
like going from Pantone 1788 to Pantone 1788 at 30%
I used to be able to do this in the past, but not now, what am I missing?
Could you clarify what you mean by, "blend"?
Are you referring to the Blend tool, and blending from one shape to another? Or are you referring to a fountain fill that runs from one Pantone color to a lighter percentage of the same Pantone color?

it doesn't work for me in coreldraw 20 as it did for me with the last version I had, coreldraw 16

Could you describe in more detail how it isn't working for you, or what part of the process you think you are having trouble with?
IT DOES IT WITH SOLID OBJECTS AND ALSO JUST A SIMPLE OUTLINE TO OUTLINE
Could you share a .CDR file that contains those two shapes you show in the screenshot? I'd be interested in opening it on one of my systems, and seeing if it renders it the same way.
The easiest way would be to put a file somewhere online, and then share a link to it.
If I try to create that sort of fountain fill - Pantone Black to 50% Pantone Black - then it's rendering the way I would expect on the screen.
