I used both CorelDRAW and Photopaint.
Here's my attempt. Created in CD and animated in PP (14 frames).

Thanks, Jeff. It's just three layers, not including the shadow. It only took me a few minutes to do. The moving light is just a narrow vertical white blur I made with the Drop Shadow tool. I set the nudge setting to 10 pixels and made a duplicate for each stage as I nudged it to the right, exporting each as I went along.
I'm not real fond of PP's animator/movie maker, but then I don't use it that much.

Yeah.. a few shortcut assigments make working with it much easier, such as:
PG UP= rewind single frames
PG UP = advance single frames
Then it's like navigating though pages in Draw.
Play = Numpad enter key.
the defaults to combine objects together or with the background are always handy to use, regardless of animation or not. You probably use these.
Here is a little test, only 2 frames.
