Can I do this with CorelDRAW?

I thought of some tool in DRAW itself, maybe drawing the icons then converting them to bitmap then applying some effect. Or only Photo-PAINT can do that? TIA.

    This is my version. Only Coreldraw. Similar technique, with some different details. Blurs, transparencies and gradients.
    The wireframe shows partial editing. However, with the new versions of Coreldraw you have a lot of versatility in creating similar effects.
