I want to open or import a jpeg or bmp file into draw x4 and turn it into a vector file with hairline lines. I have a laser machine and would like to vector cut some pictures. Is it possible without a lot of x4 knowledge?

Depends on your definition of "a lot of X4 knowledge".
You can turn a raster image into a vector image. This is done by tracing the image, either by hand or by the built in Trace functions. In either case, you may end up editing nodes and changing fill colors (removing fills), and such. This does take a little bit of knowledge.
If you are looking for a program that you can import an image into and click a couple of buttons, then send that output to a plotter of some kind (including laser cutters/etchers), then you will be out of luck.
However, you could cut your learning time of X4 (or X5, for that matter) by investing a little time a few dollars in Foster's ebook, which can be found here.
I haven't seen the ebook mentioned, but this free tutorial from Steve Bain is a good start:

I have no objection to commercial solutions, but they seem to be offered a lot here when the basics will do. So start with that, and go to the ebook if it doesn't answer all your questions.

Hello Kle1019; You are also limeted to the colors of the vinyl ( no bleds or blends ). I would probably print the picture on vinyl and cut it our, or cut the outline and air brush it.
