It is created using a bump map and applying some transparency. You would need to do this in PhotoPaint.
This was done using a photoshop tutorial inside of PhotoPaint...
So I recommend simply searching for PhotoShop tutorials of using a bump (displacement) map and follow along in PP.

You can do this by using a Displacement Map in Photo-Paint.
You will need three things...a Canadian flag image, image of fist and a grayscale image of the fist. The grayscale image is used for the Displacement Map. It will distort the flag image so that it takes on the contours of the fist.
