Applying contour to a text and trying to apply a drop shadow afterwards, the drop shadow properties can not be set.
No matter what item you select in the Object Manager, the drop shadow toolbar's controls are all disabled.
PS: I just noticed this is true for the drop shadow tool in CorelDRAW X6.2 in gereral. I'm not able to edit any of the drop shadow properties.
What's going on here?

You are right.
I've just tried. As soon as I apply a drop shadow preset on the contour group, I can change any property of the drop shadow.
Workaround: Break the contour group apart before applying the drop shadow.
For a drop shadow applied to a contour, from the drawing screen, hold the control key and select the drop shadow. This will allow for editing of the drop shadow properties.
This behavior seems consistent with CorelDRAW X5, but I will log a report on this for future review.
Your earlier post seems to indicate that you cannot edit drop shadow properties on a single object (eg one without a contour applied). Can you please provide more details on the object type that you are seeing this with?

The workaround you've mentioned seems to only work if the shadow is not used as a glow, i.e. is not being placed right behind the original object, like here:
Having it right behind the object I don't seem to be able to CTRL+Click the shadow object.
But I noticed that the shadow properties also get enabled when CTRL-clicking the main object.
However, I'd be very much looking forward to having the shadow properties enabled all the time when the shadow tool is selected. Because by the next time I will need this solution I will have forgotten the workaround again.
