I need to create a shape similar to the outline below, but I need to specify the length of each segment (across 22", up 3", in 2 3/8", up 2.5", in 3/4" up 10" out 22 - (2 3/8" - 3/4) = x). I can create the first 22" segment, but each consecutive line cannot be specified without affecting the entire object. Do I have to download sketchup or use Autocad for this? I'm fairly new to CorelDraw (X8), and may be using the wrong tool.

A very quick way, and you don't need to select the segments or combine them:
With the Virtual Segment Delete Tool active, hold down Shift, then drag a rectangular marquee around all of those segments.
Where two nodes from different Curves coincide, it Combines the Curves and joins the nodes. Where nodes from one Curve coincide, it joins them.
Boundary, with rectangles and a little help from snap to guidelines:

Keep in mind that guidelines can be snapped to objects, moved accurately using the Transformations docker, duplicated at specific positions, etc. - and then serve as snap targets for drawing and positioning other shapes.
So, another workflow for some jobs can be to lay out some guidelines at the appropriate locations, then draw the desired outline simply by snapping to the intersections of guidelines and the intersections of guidelines and shape outlines.
