How to adjust paragraph spacing

The "Before paragraph spacing" controls the line spacing all others should work as stated. Seems like to me it's a bug that the actual "line spacing" spinner doesn't work for paragraph text.

Are you making the change to the Space Before or After, or the paragraph leading? If the latter, any chance that there are manual paragraph breaks after each line?

Do you have a hard paragraph return after each paragraph

For Paragraph text, as long as the lines are in the same paragraph (no paragraph breaks (Enter) that is, only manual line breaks (Shift+Enter) or automatic line breaks), "Line spacing" works as expected within that paragraph.
If you want to change the distance between paragraphs inside a text box, you have to use "Before paragraph spacing" and "After paragraph spacing".
To be honest I'm not sure exactly the difference between the two, but I assume it depends on what comes before or after the selected paragraph.
