Are you seeing this problem in CorelDRAW 2018?
Yes, but I've never had this problem with earlier versions.
The reason I asked about the version of CorelDRAW is because this feature - to automatically move objects to/from the Desktop layer - is optional in CorelDRAW 2019 and CorelDRAW 2020.
If you are running CorelDRAW 2018 or older, then check in that document (look in the Object Manager) to see if the Desktop layer is locked.
This is a copy of p. 36. The photo outside is typical of what I'd like to see on all pages. I want to do the articles in chronological order, and having the objects placed outside helps me to place articles in order.
Tom L.Here's how it works in 2018: If you drag an object outside the page, it will stay on its layer until you either switch to another page, or save the document.Doing either of these will make the object jump to the Desktop layer, unless the Desktop layer is locked, just as Eskimo says.The layer behavior was changed in 2019 and it is now optional to keep off page objects on their layer or not.
I went to the master layer and checked "edit across layers." This works! Thanks for your help.

I'm glad that it's working for you.
For me, in CorelDRAW 2018, the automatic moving of objects to/from the Desktop layer works correctly even if I have "Edit Across Layers" unchecked.
When I don't want objects to be moved automatically, I lock the Desktop layer.
