Tom L.Here's how it works in 2018: If you drag an object outside the page, it will stay on its layer until you either switch to another page, or save the document.Doing either of these will make the object jump to the Desktop layer, unless the Desktop layer is locked, just as Eskimo says. The layer behavior was changed in 2019 and it is now optional to keep off page objects on their layer or not.
I went to the master layer and checked "edit across layers." This works! Thanks for your help.

I'm glad that it's working for you.
For me, in CorelDRAW 2018, the automatic moving of objects to/from the Desktop layer works correctly even if I have "Edit Across Layers" unchecked.
When I don't want objects to be moved automatically, I lock the Desktop layer.
