1) Applying a PowerClip to a Text. (look how easy it is when i convert it to curves - GIF 3)
2) When the columns is set Right To Left, you can't edit the text.
3) When you break the "Fit Text to Frame", the text jumps away.
3) In my CorelDraw X8 text stays in place, but it jumping to last position if i use "Straighten text"
1) Shouldn't be any problem to clip into a text object. There must be something else that is wrong.Please post the CDR so we can have a look at it.
I don't see that Right to Left text icon in my version of Draw, either in the text docker or the Properties docker. I guess its a function of your language options.

As i know (i'm not sure), only if you have installed on your computer any Right to Left language keyboard, you will found this icon in the Properties.
I use 2 RTL languages (Arabic and Hebrew), i have this icon in the Property/Text docker, and i have the same problem.
Please fix this problem.

1) I don't have this problem every time i try to clip into a text. no, most of the time it works. but i also have a lot of cases that it doesn't work properly.
And no, i don't thing that the problem is something else, see how easy it works when i convert it to curves. (gif 3)
