Hello,
I am new and very much a baby when it comes to this, I am trying to take an image and create a boarder around it which is a even size around said image, I need to go 5mm outside the line and then 5mm inside my image lines, I found it once, but for the life of me i can't seem to find it again, can someone please point me in the correct direction.

Contour effect? And then breaking the Contour group apart?
There is a Contour tool in the Toolbox.
You can also use the Contour docker for this: Window>Dockers>Effects>Contour.
