Hello Simonyee: With a Lot of work you could probably do a blue print in CorelDraw, But a "CAD" program is what you would probably want for doing a real good job. There is a lot of thing's to know a bout drawing plains for a building ( Codes, location laws, ect. ) but for a genral layout drawing I think you could use Draw for a drawing of something.

It would be much easier to do it with a program like AutoCad.

Using CorelDRAW v9, I've done two complete Plant layouts including mylar overlays for safety equipment, eyewash stations, gas lines, etc.
So it worked for me twice in an older version even. Some of the same layout work was used to produce onsite signage as well.
