Can I produce an editable PDF in Corel Draw 15, like i can in Adobe Acrobat?
While this is in X4 (14 by your definition ) it should in your version as well. When you are done with your project just use these two setting to do it.:
I am not very good at this program yet, all the knowledge I have is self taught, so.....I hope I don't make you crazy with my questions.
What I want to do is make a PDF, send it to someone and have them be able to open it in reader and type answers in question boxes.
When I opened a PDF in reader the way you showed me I couldn't really do anything with it.

Unless X5 has some PDF functions that X4 doesn’t, I think you need the full Acrobat program to make a form “fillable” by users of the Reader.

You won't. Many of us have been crazy for a great while.
No sorry. You could create the page in CD and then export it as a PDF to then edit with Acrobat to put in the fill in boxes and everything else you wanted. If you don't have the very expensive Acrobat you could get PDFill PDF Editor to then create a fillable file. OR you could use CD to create a web page that was a form that could be filled in and emailed back to you. Or if the person your working with has CD they can load the PDF then using layers and text, fill in the boxes you have created and send it back as a resaved PDF, CDR, or any type of file CD can save or export to.
I have used all of the above methods, other than Acrobat as I don't have it. The hundreds in cost can not justify my use of it.
