How to reproduce the error:
Create a new document.Convert it to 48 Bit RGB mode.Fill the document with any colour.Create a new object and use a brush to apply some contrasting colour.Select the Blend tool and try to blend with it.On my machine the cursor will draw black instead of blending.
I would appreciate it if some of you could try this out to see if it is a common bug or not.Cheers,Ron.
You mention about a blend tool so I assume you talk about DRAW and not PhotoPaint.
Could you please elaborate further ?
Create a new document. - In DRAW right ?Convert it to 48 Bit RGB mode. - Do you mean changing the color profile of the document ? If yes, how did you do that ? Fill the document with any colour. - What do you mean filling the document with any color ?

Blend effect tool fails for me in PhotoPAINT X6 and X4 on a floating object.
