I set the outline color to red. You can see that it's not working. I just see a small red square at middle left side only.

Not sure but I suspect you're misinterpreting what the "outline" is.
When you create the inside Contour (as shown in your first screenshot), it gets a green fill just as expected. The Fill box in Property Bar is green, right?Next to it you see the red box for "Outline color" and you expect the black part to be red, in this case? Wrong.The black "outline" (the outer object) is the original object, with black fill and no outline. You change its color by selecting from the palette, just like you did before adding the contour.The "Outline color" box is there in case the original object has an outline added, and in which case it will affect the outline color of the contour object.
Let's say your black "C" had a blue outline from the start, then the contour object would automatically have a red outline added, and it would look like this:

Like I said before, I ask this question just because I saw an online tutorial can make the same effect by using contour tool only (no need to use outline pen and fill tool) . Although they're using CorelDraw X5. Visit link below:
