Creating an outline

Hello, I've been searching on the internet for awhile trying to solve my problem, but I figured it would make more sense to ask on here. I am trying to double the lines around an object. My goal is to cut out the inside and leave an item with no middle. The obvious solution would be to create a duplicate and make it larger. However, I am working with states and, as you can see from the image I attached, states are too large in some sections and too narrow in others. All I want is a proportionally sized double lined border around the object. Is this possible?

Also, I know that I could use the beazer to draw lines around the entire object. But, I am going to be working with a large number of states and this would take too much time.

 

 

 

This second picture shows you what I'm trying to do. I need double lines so the laser doesn't cut out the letters. I want the letters to remain. Any help would be appreciated. Thanks, David
