Have a look at http://community.coreldraw.com/forums/p/45092/215270.aspx#215270 which is probably the problem that you have.

2) Assuming 1 was correct, can you look up this key:
HKEY_CLASSES_ROOT\CorelPHOTOPAINT.Image.17\CLSID
Should be a long guid here,
{a43cbf70-0ffa-3a89-42f9-11edfed78598}

3) If everything is ok so far, then have a look here:
HKEY_CLASSES_ROOT\CLSID\{a43cbf70-0ffa-3a89-42f9-11edfed78598}
You should see a LocalServer32 key with the value pointing to your PhotoPaint executable.

Yes, that's it. And the registry setting is correct.
You should be able to "Edit Bitmap" in Photo-Paint from Draw.So another quick tests, make a filled shape in Draw, perform a 'Convert to Bitmap' (default options) , and screengrab that.
Also, since we're now pulling at straws now, verify that double-clicking a .CPT from Windows Explorer opens the correct Photo-Paint.
