I downloaded a one-page set of floral patterns which showed up in my Win 7 Downloads with a zipper on it. I tried double clicking on it and I tried using CD Import, but got this message each time: "not importable using the selected filter, or this format is not supported." I used All Filters tab. The CD page shows up, but it is blank. The file is not importing. And here is the strange: yesterday, I was able to get the file to show up on the work page by going directly to Downloads and double clicking on the zipper file. Today, it is a no-go. Any ideas out there? Thanks!!
I got to the file source website by Googleing "Corel Draw borders" and the site is the all-free-download one.

You need to find the ZIP file you downloaded, then UnZip it. I use the free 7-ZIP to extract folders or files from ZIP and other archive files. If you do not have a ZIP application, then here it is:
After you download that EXE file, you need to install it. Then you need to extract the files or folders from the ZIP file.
Once you do that, then in CD, open or import that, in this case, EPS file. In this example you provided, there is a brown gradient background. Unless you want that background, select it and delete it.
Each of the illustrations are ungrouped if you open the EPS file. you can then select the illustration you want to use by dragging the marquee around the elements, and grouping them if desired so you do not accidentally miss a piece or change the size/shape of one of the pieces.
If you import that file, it will come into CD as a group. You need to ungroup it to get to the individual pieces of the elements.
